Festive Wrapping Paper is a seasonal foraged material which has a chance to be found on the ground near Scrooge's Store during the Gift of Giving event between December 18 and December 31. It is used to craft a number of different holiday gifts for villagers.

There needs to be area around Scrooge's Store for this to appear - so if there are buildings or objects directly next to it and it's not properly spawning try moving the store to a more open area. 1-2 Festive Wrapping Paper spawn every few hours.
