Do we know for sure this is in the game from 1.0 and is buyable from Scrooge, and not just a pouch, or something? I'm pretty sure it's been present in Merln's house, but so have other items that only just became available to players (e.g. Telescope, Starry Night Window). The only place this makes sense to be displayed in the store is the Upstairs Middle - I've done a LOT of store re-rolling, and there's really not that many items that cycle through there, and I've never seen it.
