Update: All of my testing has been done with the Fairy Godmother, so I can't comment on whether this applies to all characters - I suspect the Friendship values are the same for gifts across all Villagers, and the same across all Friendship Levels, but I wouldn't be super surprised if some Villagers have lower threshold levels for each Friendship tier (particularly for characters encountered way earlier in the game).
