Request for verification of lighting times

My game time has tended to be an hour off. I used to be able to tell what time the game "thought" it was by listening to the hourly clock chime, but either I keep missing it or that was removed in Update 4 and replaced with a melody on the hour. Therefore, there's a chance that all of the times I listed under Time-Based Lighting Effects are one hour off - I suspect the "game time" may be one hour later than what I have listed. Is this because of daylight savings or because you originally set your time zone one hour off? Everyone's clocks have been 1 hour off because of daylight savings--my clock matches the times in the Time article.

Windy?

I don't think I have ever seen this weather effect. What is it and what does it do?
