Icy Blue Sweetheart Strapless Gown is a non-themed piece of Dress Clothing.
It can be found in a Green Reward Chest in Scrooge's Store, and also has a chance to be available for purchase as rotating stock from Scrooge's Store. Once collected it is added to the Clothing Set Collection.
It can be equipped using the Wardrobe tab inside the Inventory.
