Sapphire is a rare gem which is a requirement of crafting recipes.
Although the description says it can be mined, it is not currently in any mining node pools, and cannot be found naturally in the world.
Currently there's only one Ruby available in game; after completing Mickey Mouse's Friendship quest The Secret Door examine the bookcase in the Dream Castle's secret room. Next to the bookcase there is a book, which can be placed back into the bookcase which opens the door to another secret room. Inside this room are a Ruby and a Sapphire, and it's the only instance in game of either of these gems.
