Vine Seed is a quest item which is collected during the Eternity Isle Story Quest The Tower available from Rapunzel.

They can be dug up from the small green vine sprouts found on the west side of The Plains area of the Glittering Dunes. After collecting, they can be placed inside Rapunzel's Tower in The Grove area in the Wild Tangle.
