The Royal Hourglass is a Royal Tool used for Timebending, which can sense the location of hidden treasure, remove shifting sands and floating rock obstacles, and overcome puzzles by manipulating time. It was added to the game in paid expansion A Rift in Time, and requires purchasing the expansion to unlock.
Obtaining
The Royal Hourglass can be collected in Ancient's Landing after meeting EVE during the quest The Flying Metal Nuisance in Ancient's Landing on Eternity Isle.
Initially EVE will block the way to the Royal Hourglass, but after collecting Robot Hat and Robot Costume and preparing Best Fish Forever she will remember you and allow you to pass to collect it.
