Coal Ore is a foraged material which can be found by mining in all biomes. It also has a chance to be sold at Kristoff's Stall.
Cooking requires one Coal Ore for each meal prepared.
Note
The in-game Foraging Collection tab only lists the 
Plaza, 
Peaceful Meadow, 
Dazzle Beach, 
Forest of Valor, 
Glade of Trust, 
Sunlit Plateau, and 
Frosted Heights for "Where to Find It", but it has been confirmed to be found at all locations with mining nodes.
