Snowball is a foraged material that can be found digging the ground in the Frosted Heights.
It also has a chance to be sold at Kristoff's Stall, or drop when using the Pickaxe to remove small and large Ice Blocks. Once collected it will be added to the Dreamlight Valley Foraging Collection.
Foraged items can be placed in the world by highlighting them inside the Inventory window and selecting Drop. After it has been removed from inventory, it can be positioned using furniture placement mode.
