It's available after reaching Friendship level 4 with Sulley, and beginning his quest Villager of the Month. An objective of that quest is to speak to Donald Duck and complete this quest.

Quest Text

Go see Donald about his project.

Trash mysteriously appeared on the Beach. Donald wants to clean it and needs you to document it with your Camera.

As soon as you show him the picture you've taken, Donald decides that it could be made better and delegates the rest of the Beach cleaning to you.

When you go talk to him after finishing the trash removal, Donald gives you the obviously retouched photo you took to give to Sulley.

Objectives

• Take 3 pictures of Donald next to the Trash on Dazzle Beach. (3)
• Talk to Donald.
• Remove the Trash from Dazzle Beach. (8)
• Talk to Donald.
• Make sure the Photo of Donald is in your Inventory.
• Bring the Photo of Donald to Sulley.
