Village Project: The Garden is a Friendship Quest available from WALL-E. It's available after leveling Friendship with WALL-E to level 2, and clearing the path to the Dazzle Beach.

Completing this quest will open up a garden area which will automatically produce crops for harvest periodically. This can be especially useful early game as it can provide the player access to ingredients from areas they have not yet unlocked.

WALL-E is looking for you.

He wants to show you something, and you follow him.

He guides you to a ruined Garden and you understand that he wants to restore it. You decide to help him by bringing him what he needs.
