It's available after reaching Friendship level 7 with Maui, and unlocking Merlin, Goofy and WALL-E.

Quest Text

Maui has a new project for the Village.

He wants to craft some Kites and give them out to the Villagers so they can enjoy the breeze.

After crafting the Kites, you bring them to Maui for inspection.

Now, it's time to bring joy to the Villagers by giving them Kites.
